Why is Varys on the "bad" list?
We are not really sure about his interactions with his "little birds". He did have some of them kill Kevan Lannister but we are not sure they weren't predisposed to that.
We really do not know about his motives, or his treatment of the Mad King.

He's not, it's Viserys, Dany's older crazy brother.
Varys is on the it's complicated for now because his motives are unclear.
An I think a character's motives play a huge part in determining good vs bad. Tywin and Littlefinger's motives are almost always completely self serving, even the seemingly benevolent ones.
And Cersei is a bad bitch, everything is she does is self serving and not one redeeming quality, unless you count loving her bastard children.
But she sucks at that too.
