Probably after, but killing Tywin eventually was probably part of the plan all along. If the Red Viper had already poisoned Tywin and Varys knew since he's been in contact with the Dornish to some extent regarding Viserys/Arianne & Dany/Quentyn (not sure if he knew about this actually), then letting Tyrion kill him instead shifts the blame away from Dorne.

I am nearing the end of SoS reread. At the end of a Jaime chapter he mentions that he is going to go talk to Varys. Is this where Varys talks Jaime into freeing Tyrion?
