What is Varys endgame?

We know he is in league with Illyo. We know they were supporting the beggar king. I doubt they expected him to die, as Illiyo even told him to stay while any went to Vaes Dothrak.
Now we have the Blackfyre.

I just don't get what they are doing. Do they really want Targaryens in power? Do they have a larger scheme?

A lot is happening behind the scenes even in the books.

I've heard the theory that Varys is actually a Blackfyre.

He is using his anonymity and position to alter the GoT in the favor of his family.

His endgame, IMO, is to place the Blackfyres on the throne.
