Definitive, he feigned friendship with Ned and led him to believe the City Watch was on his side. However he ultimately had them side with the queen but it was his money in play.

My crackpot view of Littlefinger:

Littlefinger, in my mind, represents America. Littlefinger is the self-made man, the product of Westeros's equivalent of the "American Dream". He is a merchant who sees the chivalry and feudalism of the Seven Kingdoms as a backwards, counter-productive system. He wants to bring about the end of that system, bringing about an economical, as well as political, revolution of thought; creating a more free market and banking economy run by the merchants than a feudal kingdom of merchants (think Renaissance era Florence).

Of course, in this new world of capitalism, Littlefinger will put himself as the head of the merchants, like the Medici, and through Sansa, will attempt to recapture the lost love of his youth.

Littlefinger's story, however, unlike America's, will be a tragic one.
