Harvey Dent, Gotham's White Knight?

Just rewatched The Dark Knight, if Harvey Dent is the hero Gotham needs why does Batman choose to save Rachel instead of him? I thought Batman was about doing what was right for Gotham, so I dont understand this part.

It was a fundamental conflict between Batman philosophy and Bruce Wayne's personal desires - the embodiment of an "idea" versus a mere vigilante.

Batman came second in this scenario... because Nolan's vision is not of a superhero who always does the best possible thing for everyone.
