Whitney by far.
Maria Carey is good, but she is more of an imitator or vocal stylist. Whitney Houston could flat out sang! You heard HER. Not what she thought she was supposed to sound like. This is the difference in a true artist (whitney) and a "star" (mariah).
Other examples:
Christina Agulara: imitator
Lady Gaga (I know - everyone hates her): but she can sing too.
