Where is the best place to buy a satduma tree? Do most nurseries carry them?

If planting Satsumas in Covington, or northshore in general make sure to plant the trees on the south side of a building on the property to help shield from the north wind in the winter. I have planted several this way and it works. Once they get about 6-8 years under them they are less troublesome.
I wouldn't plant trees this late. You are just about in what is our normal drought. Very tough on tress, new plants in general. Can it be done yes, but not favorably. Of course I get the impression the OP is going to do it, just looking for someone to say it's ok.
