1-2" groups at 50 yards on a windy day w/ a questioinable rest and a brand new gun is not too bad. My recs:
1. If it's too windy to be able to tell the difference in accuracy of different loads, it's too windy to sight in.
2. A sturdy bench is great, but I've shoot a LOT of rounds through the years using something other than a concrete bench. Cab of pick up truck, loading gate of a pick up truck, card table, sheet of plywood over a saw horses, etc.
3. If you've got a Harris bipod as in the picture, all you'll need is a sand bag for the rear of your gun and you're set!
4. Be sure the scope base (w/ blue Loctite applied to the threads of the base screws) and rings are both tight.
5. Depending on the caliber, 30 rounds is a lot of rounds to shoot at one sitting. Accuracy frequently deteriorates as the barrel heats up.
6. You probably already did this, but be sure the barrel is clean. When breaking in the barrel of a new gun, I clean it pretty frequently. You can find a number of different protocols on the 'net.

My protocol was shoot 3 shots, clean barrel with bore snake 2 or 3 passes then let cool down for 15 minutes. With a fluted barrel I figured that was long enough. I would then load 3 rounds of a different ammo and repeat steps mentioned above.
It was very windy which is why I didn't even touch the scope for adjustments.
