Almost no one else would be dealing in shark fins. Are you seriously pulling out the "others are doing it to" card?

A lot of asian fisherman in the Empire/Buras/Venice area.

Cleaning out sharks? You mean cutting the fins off? You are allowed to catch sharks and cut the fins off but you are not allowed to cut the fins off and throw the sharks back in the water to die.

If anyone is wondering, the fins are used to make some type of sharkfin soup. It's supposed to be a delicacy for Asians. Shark meat is only worth $.20/lb and the fins can be worth $15+/lb.
