One quick point about Lottery Picks

It bothers me that they talk about 14 "lottery picks." Sure there are 14 lottery teams, but they are competing for only 3 picks. Bottom line, there are only 3 lottery picks. The rest are treated like any other other draft (worst to first).

and the worst record has the highest percentage at the # 1, followed by 13 other increasingly lower percentages, right?
