The league got the media to imply that there was some official warning like Goodell's office talked to Loomis/Payton but from what Ginsberg said nothing could be further from the truth.

Exactly. The Saints were NOT at fault in this one. This was purely driven by Goodell's agenda to cover his own arse.

Goodell handled it all wrong
Saints did not heed warning and it cost them big time
Had Payton and Loomis stopped it when first told about it after Childress complained it would have ended.
But it happened again two years later and they paid the price
