It was a down period for them. Up until a few years ago, the sitcom was borderline dead.
Also, Scrubs deserves some probs and it premiered in '01.
Edit: British sitcoms were alive and well:
Spaced '99-'01
The Office '01-'03
Coupling '00-'04

Well I guess you have to understand my perspective. I grew up on Seinfeld so it pretty much set the bar. Until The Office and the other new shows got going, none of those comedies from '99-'04 really "did it" for me. For those 5 years I never looked forward to watching a sitcom every week; I couldn't care less about those shows.
So maybe that '99-'04 era wasn't "down" per se, but from my perspective, that has been the worst era for sitcoms in my lifetime IMO.
