Yes he has a collar. No names. Posted pictures to find owner. Have had him 3 weeks trying to find owner. Can't keep him too much Longer

yea check with vets in the area, they may know the dog

Thats about all you can do. Check with vet and maybe La Sportsman and craigslist.
