Was never proven, this is a Rant myth that has been repeated over and over again until it became truth. Maybe he wasn't a pure passer, but we certainly don't know that based on a body of evidence or any coaches words that were uttered in the media.

Proof by omission, then. We desparately needed a QB, and Shep's name wasn't called.

On the trick plays, the staff chose Ware to throw the passes, not Shep.

To me, that's enough proof.

This. You'll never be able to convince the Miles apologists of this. They just can't bring themselves to the thought that Les isn't the best college football coach in America, that he would never make such a bad decision regarding player personel, and that RS was (for whatever reason) never considered as an option for QB.
