It's part of his offensive game, so I don't think it's irrelevant, no.

But yes, Rose is "the guy" on his team while Westbrook is the default no. 2 offensive option. Which, to me, makes it more impressive that his numbers are in the same realm as Rose's.

Boozer is the same player he's always been Rose just sucks at the pick and roll

Not to me. I think Westbrook benefits assist wise from having Durant around and benefits scoring wise from defenses keying on Durant. Again, this is not to discredit Westbrook, because he is a great player with or without Durnat, just important to note when comparing him and Rose. Being a number 2 option still allows for plenty of scoring opportunities in the NBA. I think Rose averaged 2.5 more FGA per game than Westbrook during the regular season last year.

Except for the fact that it's arguably the least important part of a point guard's offensive repertoire.

Eh, when Deng is having a great night or on a roll, I'll agree with that, but he isn't that consistent. Durant is easily one of the top 3-5 scoring options in the league. He is very versatile in how he can score points.

Boozer is kind of like Deng in that when he is on, he's on. When he's off, he's off. Believe he suffered from a hand injury early last year as well.

By that same token, Westbrook has a top 5 threat on the roster to take pressure away from him. He's not counted on to be the number one scoring whereas Rose is counted on as the number one option on his team.

Westbrook is a great young point, I just don't think he's as good as Rose is at this point in time.
