True, but he pretty much led them to the Super Bowl in each of those years, where they faced a far superior opponent each time.

In the playoffs, Elway had a better QB rating, averaged over a yard more per pass attempt and rushed for 400 more yards than Marino. He also had a 14-8 record in the playoffs while Marino was only 8-10 in the playoffs. It's hard to make an argument for Marino being a better postseason QB than Elway.
