It becomes a pick if the receiver runs into a defender. If he runs a crossing route and stops short of contact, requiring the defender to run around him, it is a rub and is legal. The defense doesn't own the field and receivers can run crossing routes. Just like a screen in basketball is not illegal, unless you are moving.
