To be fair, it is New York City, which had the reputation long after the movie that most people that lived there were assholes.
Correct me if I'm wrong, but I also think HA2 was made before NYC got cleaned up by Giuliani or whoever. I remember taking a trip up there with my parents after the movie came out and seeing strip clubs on almost every corner. And this was near Times Square.
