No idea. I imagine people are C&P a lot of stuff to and from the server though, right? Probably have their own network drives? That's tough. While I have basic knowledge of these things, I have no experience, so hopefully Kork, Shwartz, etc. can come in and help you.

In theory, should you be able to, through group policy, allow only certain groups to rdp to the server right? Unless you need everyone to, which upon re-reading seems like is what you might be saying you need.
