Definitely a walking town. It's relatively dense, compact, and I imagine zoned pretty strictly, because commercial shops tend to be tightly clustered together. Now this doesn't hold true in, say, Lakeview, or out of the city limits. The bad condition of the sidewalks doesn't really enter into it, if only because the streets are even worse condition and it's easier to avoid a pothole on foot than driving
And Baton Rouge is clearly the least walking-friendly city I've ever been to in my life. Of course, its also in the bottom 5 in terms of drivability. And good luck trying to get anywhere on a bike. I always say BR is a great place to live if you never plan on leaving your house.

It was my understanding that there is almost no zoning in new orleans
