Here is what a teammate of mine said who attended the game:

went to the gold cup usa vs mexico final at the rose bowl. There were about 92,000 people in attendance and 90,000 of them were mexico fans.
About thirty minutes into the game two of my friends felt something spraying onto the back of their legs. We turned around to find a drunk middle aged mexican guy with his dick hanging out just standing there peeing on them. We got the mess settled and returned to watching the inevitable comeback. Shortly after, the same guy once again whipped it out and tried to pee on me as I basically jumped into the guys arms next to me. You may be wondering at this point why this guy was still in the stands and not taken away. Apparently you have to flash 92,000 people twice before there is a problem. In addition to all this there was plenty of spitting and beer tossing into the small USA section.
