The last I heard, only two athletic departments did not get subsidized in any way by their school. That was LSU and Nebraska.
I guess you could argue that they could reduce the amount they are paying the coaches to raise the funds, but I think you are still only talking the top 25 or so schools.
I think the top 64 football schools would be able to make this happen, if they only had to do it for the football players.
But this will not just be the football players. Title IX will be used to crucify any school who tried to make that distinction. Male athletes in "minor" sports would not be happy, but I don't think they have a stick like Title IX.
