I don't think it is the flooding in Louisiana that they are so concerned with. The districts near Memphis, Arkansas City, Greenville, etc. that are going to be threatened are going to want to relieve pressure on the levies somehow to prevent a major breach. This is one thing they can do with minimal impacts (although people with camps, farms, and cattle in these areas would probably disagree). Also if the river flow begins to scour out the Old River control system like it did in 1973 then Morganza might be utilized.
