Just as an idea what if you just added a games (Cotton) and kept the same BCS rules:

EX:

REGULAR BCS GAMES:
Cotton
Rose
Sugar

PLAYOFFS:
Fiesta
Orange

Championship Game.

No conference can have more than 2 teams etc...

It would seem that the smaller schools would benefit from the added 2 slots.

The main sticking point there is still how to distribute the Championship game money. But its a start.
