That is actually correct. What you have is 2 layers, one on top of the other just like a stack of papers.

One of the layers, the VT logo has a white background. So the white background covers the mario image. You need to get rid of the white background in the logo layer. That is what the magic wand does- it uses a algorithm to select a large area of pixels that are similar. Use the magic wand to select the white. You can delete it then.

Now you should be able to resize and move the logo. I know this stuff seems complicated. You will get the hang of it. I'll make a tutorial tomorrow if it is still confusing.
