Some of the blame needs to go to Shep himself. He really needs to work on his route running and his hands. That being siad he'll be a fine wr with time. Remember how bad Lafell looked as a sophomore wr? He made big time improvements and I expect Shep to do the same.
Lafell is a bad comparison. Yes he improved but he always had the body to play in this league. I just think Shepard, while a good football player, is limited physically. He has that limitation on top of his poor route running and questionable hands. Let me be clear, he's no scrub, but he will never be the dominating player some foresaw (heisman and all that kind of stuff) not in this offense or any other.

Shep could be the starting QB at any Southland Conf School. But as a WR in the SEC he's not even in the same category in size, speed and performance as Alshon Jeffery, Carl Moore, Kris Durham, Chris Matthews, Darvin Adams, or Julio Jones...to name but a few of the SEC receivers who are bigger, faster, catch more balls and score more TDs than Shep. Even Randle and Tolliver have both outperformed Shep in all categories. Sorry, it is what it is.
