Whereas I support your overall point in this thread... this is inconsistent. you could be the best talent per capita state, but only have 10 great players because of a small population. LSU would still need to fill the other 15 scholarships. If your state was 25th talent per capita, you could still have 40 great players because of a huge population.
I think you should focus on the fact that LSU isn't competing with any other division 1 school for the talent.
