I'm not saying you are wrong but no one knows how they are going to enforce it. Hitting with the crown of your helmet is more likely going to injure the hitter more the the person being hit so anyone who hits that way is a retard but it happens often. If you watch a lot of football a lot of players are great hitters that don't tackle properly. I don't know if it's because they didn't learn the correct way or just don't care but that's how you get yourself paralyzed.
