What, in God's name, makes you think that JJ is less risky? Do you not see interceptions in the red zone? Sacks taken in lieu of getting rid of the ball? Intentional grounding in the pocket? Passes thrown at ankles? Running the option 5 yards deep in the backfield, and making poor pitches? Fumbling snaps?
And you don't see the "risk" in this?

I saw a stat that last year JJ was one of the most efficient red zone quarterbacks in college football. Not to hurt your factual rant.
There is something to be said for consistency. I prayed JJ was the starter this year, mostly because he was last year. I know it's not the only variable, but you can't keep switching starters and expect success.
When JL was the starter, most were demanding JJ. Short term memory loss, maybe, I don't know. But you have to give them a chance to develop. I thought that went without saying, but I guess some people need to hear it.
