Because just looking at total touches is a naive way of looking at it.

Harvin missed one game due to injury, not six.

Florida played in an extra game that year because of the SEC championship. In addition, Florida ran 875 plays on offense in 2006. In 2009, LSU ran 771 plays on offense.

Harvin had 70 total touches. 70/875 = 8%

Shepard had 50 total touches. 50/771 = 6.5%

Therefore, Harvin constituted 8% of Florida's 2006 offense, while Shepard constituted 6.5% of LSU's 2009 offense.

The difference is not all that great.
