Unified Command?

OK, so yesterday our company gets a declaration of emergency from the US Coast Guard telling us that we are not responsible (presumably temporarily) for maintaining enough response equipment and supplies to address our facility's worst case scenario, basically telling us to free up additional skimming equipment, boom and such, from our response contractor, and out of our supplies.
Today (less than 24 hours later), we get a letter from US DOT telling us we have to update our pipeline emergency plans in 30 days (not a trivial matter) and in that Order, reminding us of our obligation to be able to respond to a worst case scenario.
So, who's on first...?

The Coast Guard is full of pussies, the DOT will at least fine your company if you don't do what they say.

You won't hold a commission long with your juvenile comments. Do you know who Douglas Munro is college boy? This CWO Coastie has done two tours in the Gulf so save your bad arse Marine stories for sorostitutes.
BTW - I have nothing but good experiences with Marines. I wouldn't slag a sister service.

FWIW, the USCG local commander told our guys today that if they needed our equipment "they would come get it". I told this to the State Police today, who had a different view of us not having what we would need to respond to an event at our own place.
