Haha Arsenal FC in california has no relation to the actual Arsenal in the premier league. Teams in the US do that with some youth teams just because they either respect the club or think its cool to be named that.
Look at a bunch of baseball youth teams. A lot are called the Red Sox and A's but none have an actual afilliation with the MLB team.

that was the case, but recently, many teams have been forming legitimate partnerships with clubs in europe:
e.g. co rush aj auxerre
