It was, but apparently they decided to move forward on it, I think construction begins later this month or early next month

and the projects apparently got started again around May 10 (from a broadcast email):

Along with construction of the Business Education Complex (now underway), two other projects have been bid and have come in under budget – the Band Hall and Choppin Annex. We will proceed with three projects for four reasons:
a) We need these facilities to support our commitment to programmatic excellence.
b) We are in a period of very low construction costs so we need to move now.
c) In the current economy these projects will create jobs in the local community.
d) There are time limits on the use of state capital outlay funds.
