Big XII and Mountain West Merger?

Instead of the rest of the Big XII coming to the Mountain West, why wouldn't the Mountain West come to the Big XII (1) to keep the automatic qualifier status and (2) to drop the dead wood teams in the Mountain West (maybe New Mexico, SDSU, and Wyoming).
