so basically we get from that press conf. that if BP cannt stop it with the top kill, Fed gov will take over

No, he said that he has been in charge since the beginning. He just decided to mention it, for the first time, after the top kill plan seemed like it was going to work.

but yesterday he said that he has been in charge since day 1.

It was pretty much the gist of what I got him saying. He even dropped some dude's name that was the "expert" he had in mind.

He basically said that Dr Steven Chu secretary of Energy is in charge and is prepared with a team of the worlds best scientists and the industries leading experts to move on to the next phase of stopping the well flow if the Top Kill didn't work.

That is not a quote it is what I can remember from what he said. Now based on what he said who is in charge?

The only thing they can do is drill the relief well
