It doesnt excuse that fact that his USCG or his MMS didnt have their act together either?

One little gem from your article. I find this amusing because the administration is not in charge of well intervention, nor do they possess the ability to conduct these operations. The top kill was designed and is being executed by BP and their team, not the administration.

i still dont see how people can blame them for this when the people on the rig just didnt react properly to the kick

I think they are referring to the response to the the worse case secnario after the accident, not the actual cause of the accident.
I'm not blaming anyone, I just say that because if Obama is going to Blame BP for not having their act together it's because MMS and USCG didnt have theirs together to make sure BP had theirs together.

Because the MMS was too laxidasical with their inspections and enforcement. Had all the inspections been performed correctly and such, there likely wouldn't have been an explosion in the first place.
How do you allow the company that's supposed to be inspecting the concrete plugs to just leave the rig without even performing an inspection and BEFORE the last plug was even set in place?
