Leaf by a mile. Not only because he was such a bust in the NFL, but he's continued to make a hash of things after leaving.

Leaf was reportedly undergoing drug rehab in British Columbia at the time of the indictment[43] and would be arrested by customs agents as he returned to the United States from Canada. On June 17, 2009, he posted a $45,000 bond in Washington for the charges out of Texas.[44] On April 14, 2010 Leaf pleaded guilty in Amarillo, Texas to seven counts of obtaining a controlled substance by fraud and one count of delivery of a simulated controlled substance, all felonies. State District Judge John B. Board sentenced Leaf to 10 years of probation and fined him $20,000.

It's about NFL career ONLY. You think some "greats" were great off the field too? Some were much worse than Leaf, but are regarded as "great" anyway.

JR as of now, this day, is the biggest bust ever based on where picked and how much money paid vs. stats. He has regressed to a guy nobody really wants after just 3 seasons.

That equals biggest bust ever...as of now.
