The only schools I would say recruit themselves is USC and Miami and even they have had struggles in the past. The weather in Louisiana is terrible and last I checked there were no beaches nearby.

Have you ever lived in the north? Huge majority of people (and recruits) would prefer 90 and humid in the summer as "bad weather" than 20 and snowy in the winter up north.
