It's at the discretion of the Chancellor.

So, to say it's automatic is not 100% correct.

Martin earned points last year for not giving the extension and would earn even more points if he declined it again this year.

I'm only going by what was in the paper this morning.

I suppose that can be interpreted to be discretionary or required. I hope it's discretionary but it doesn't go into detail.
