I see what you are saying but I would think if they bother clocking them they might use the times.
I was watching the combine on NFL network last year and one of the analysts said that they use many factors when talkin about the infamous 40 time.
Said some teams ignore the official times. Said some teams use a median off all their times, some take the 6 times they get from the National Scouting service (that's the 2 official hand held, the 1 partial electronic times 2 because they get to run twice) and then they drop the fastest, and the slowest and average the 4 comparing that with what their own scouts had, and all whole bunch of other methods mixed and matched in there.
In any case, it is my opinion that the National Scouiting people know what they are doing, and the partial electronic is probably the truest time. But ultimately they are a third party company, not affiliated with the NFL or any of it's teams, so of course some of the old school NFL gm's and coaches think nobody knows their business as well as themselves, so I'm sure you get some resistance
