i have never heard of a peewee league that allows that kind of defense. usually it is a 5 man front with only DL and LBs able to cross the LOS after the ball is snapped and handed off. If the QB is passing then no one can blitz and only the DL can cross the LOS

that makes a lot more sense, and allows for a lot more teaching and development. (although, I'm sure the teaching isn't always of the highest caliber)
