How do these stories end up getting found out anyway?
My guess: This fat cow made a promise to someone "hey 'cuz, lets do ballot fraud and I'll give you XYZ". She gets into power and doesn't pay up/honor her agreement so her cohort rats on her?

The candidates themselves were the witnesses on hundreds of absentee ballots. Pretty big red flag. States have procedures in places to check that sort of thing.
