but how do you keep them there?
if the next commie overthrows the install, they come right back.
also, i would rather be on the run in the USA than go back.
we cannot keep offering 5k for everything.
however, I do see merit in your OP. But common sense economics and enforcement needs to be paramount.

Leave voluntarily with 5k with chance to come back legally, or get deported and banned forever.
