With Venezuela and the CIA strikes, why is the Fox allowed to work this Hen house?

The CIA created the Medellin cartel and has controlled drug cartels since inception. So why is the CIA even allowed to participate in an exercise regarding drugs and cartels?

Are we knocking out certain cartels in favor of other cartels? I wouldn't be surprised.

It was both. The CIA shifted focus to the Cali Cartel once Pablo got too big for his own good and had to be taken out. Essentially picking winners and losers while still working for their own gain.
