Two big federal prisons in those towns. I think that's just where they were booked. I'm pretty sure the Oakdale prision has always been for international criminals.

There are federal correctional facilities in both Oakdale and Pollock which are detaining these illegals and coordinating with DHS. This explains the large number of arrests in these jurisdictions.
