Selling bonds to make payroll is insanity.

what was the name during the post Katrina time ??? oh yes now I remember ....

"chocolate city" is associated with former New Orleans Mayor Ray Nagin, who made controversial remarks in a 2006 speech after Hurricane Katrina. In the speech, he predicted the city would become a "chocolate city"
