It's almost like they draw huge ratings regardless of if they're good or not and the networks want to be able to make the most money by selling ads and the higher the ratings the more they can charge for ads.

They haven’t been great, but they’ve rarely actually sucked other than a handful of seasons here and there, usually because either Romo or Dak got hurt and missed significant time.
That’s Jerry’s grand plan. Be competitive enough to draw attention and eyeballs, but don’t take chances that could push them over the top, because those chances could backfire and result in multiple losing seasons.
