If he is not 18 then his parents have to sign off on which school to attend. aka Keiland Williams. Maybe they is why he is delaying his decision so his parents can agree on where they want him to go.
Williams wanted to go to USC and his mom said no way, I want you to go to LSU.

dude Keiland Williams was 19 by the time he signed with LSU im pretty sure
he was at least 18, which is why he couldnt play his SR year in LA at Northside and went to Hargrave

He probably used his 8 semesters up instead. You can play as long as you don't turn 19 before Sept or oct.
