25hp mercury 4 stroke

Need suggestions. Running boat yesterday suddenly would not slow down from wide open throttle .i killed the engine . when restarting engine it will start in gear wide open throttle. Shift is moving but not to any F N R

Mercury has the shift and throttle cables running into the tiller handle. Sounds like the start-in-gear protection detent is not doing its job and the cables are seized at WOT.
I would say check those linkages first.
ETA: what year? 2 stroke? 4 stroke? Fuel injected?
