One big reason I care:
It shows that the US has no control over him. The argument that the US could get him released from CECOT hinges on the idea that we are paying El Salvador to keep him at CECOT. This blows up that theory.

You are correct. The US doesn't have control over Garcia, he's not a US citizen. He's an El Salvador citizen. They can do whatever they want to do with him. What's the problem?
